On the evening of April 5, Russia's Kommersant reported that the supplier who provided bulletproof vests and drones to the Russian army participating in the Ukrainian special military operation signed a first-class order contract with the Russian Ministry of Defense, but it was a major scandal of inferior products that was handed over to the army.

According to the investigation by the main investigation bureau of ICR in Russia, the Russian Ministry of Defence ordered 20,000 bullet-proof vests and "board jackets" from Picket Group of Companies (pickett Group Company), a Russian arms supplier for many years. The contracts signed were first-class, and were priced according to the price of the first-class products, which were used to equip the troops going to the Ukrainian battlefield. As a result, customers not only received inferior products that did not meet the terms of the contract, but also paid more fees, involving 2 billion rubles in fraud. Three witnesses testified in court and confirmed the fraud of pickett Group.
